박병석 국회의장은 1일 오전(현지시간) 타지키스탄 수도 두샨베에서 루스탐 에모말리 상원의장과의 회담을 시작으로 중앙아시아 3개국 공식순방 일정에 돌입했다. 1992년 양국 수교 이후 타지키스탄을 방문한 한국 국회의장은 박 의장이 처음이다. 타지키스탄 측은 이를 위해 우즈베키스탄 타슈켄트와 두샨베 간 특별편을 제공했다.(Park is the first Korean National Assembly Speaker to visit Tajikistan after diplomatic relations between the two countries in 1992. 박 의장은 회담에서 “올해는 한국과 타지키스탄 양국 관계에 획기적인 한 해가 될 것으로 기대한다. 주두샨베 분관이 한국대사관으로 승격되고, 타지키스탄은 ODA(정부개발원조, Official Development Assistance) 중점협력국으로 한 단계 격상됐다”며 “개발협력관계뿐만 아니라 앞으로 한국 기업의 타지키스탄 투자를 위해 한국 코트라의 지원도 있을 것”이라고 말했다.(In the talks, Chairman Park said, “I expect this year to be a milestone in relations between Korea and Tajikistan. 에모말리 상원의장은 “한국과의 관계 발전은 타지키스탄의 우선순위다. 최근 양국이 새로운 관계로 격상됐으며, 이 과정에서 양국 의회가 중요한 역할을 했다고 생각한다”면서 “한국 의회가 가진 다양한 경험 중에 타지키스탄이 배울게 많다고 본다. 특히 이번 코로나19 팬데믹 상황에서 물질적으로 많은 지원을 해주신데 대해 감사의 말씀을 드린다”고 화답했다.(Senator Emomali said, “Developing relations with Korea is a priority for Tajikistan. 이어 “한국과 타지키스탄의 무역은 작년에 58% 증가해 580만 달러를 기록했는데 양국 잠재력을 감안하면 이는 높지 않은 수치”라며 “타지키스탄의 5개 자유무역지대에서 진행하는 다양한 프로젝트들에 한국 기업이 참여한다면 호혜적인 발전일 것”이라고 밝혔다.(“The trade between Korea and Tajikistan increased by 58% last year to reach $5.8 million, but considering the potential of the two countries, this is not a high number.” If it were, it would be a reciprocal development.”)
타지키스탄이 운영 중인 자유무역지대 5곳에는 중국과 러시아, 터키 등 20개국 60여 개의 기업이 입주했으며, 일부 한국 기업들도 진출했다.(About 60 companies from 20 countries, including China, Russia, and Turkey, have moved into the five free trade zones operated by Tajikistan, and some Korean companies have also entered the market.)
박 의장은 “타지키스탄 정부가 외국인 투자유치를 위해 5개의 경제자유무역지대를 운영하는 점을 높게 평가한다”면서 “양국의 경제협력 가능성이 매우 큼에도 불구하고 지금까지 미미했다고 생각한다. 양국 정부와 의회가 정책적 지원을 더 강화할 필요가 있다”고 말했다.(Chairman Park said, “I highly appreciate the fact that the Tajikistan government operates five free economic trade zones to attract foreign investment.” “I think that despite the great possibility of economic cooperation between the two countries, it has been insignificant so far. 그러면서 “세계 8대 수자원 보유국인 타지키스탄의 평화적 수자원 활용을 높게 평가한다. 수자원 활용과 수력발전같은 에너지 분야도 양국이 협력할만한 분야라고 본다. 또한 한국은 광물분야, 바이오, 관광 분야의 협력에도 관심을 갖고 있다”며 “양국 정부가 추진 중인 14개 조약 협정들이 있는데, 이 조약들의 조기 타결도 투자 활성화에 중요한 수단이다”고 강조했다.(“I highly appreciate the peaceful use of water resources in Tajikistan, the world's eighth largest water resource holder. 박 의장은 이어 “양국은 실크로드를 통해 1000년 넘는 교역 역사를 갖고 있다”면서 “타지키스탄 정부 공무원들에 대한 교육훈련도 계속될 것이며, 올 하반기에는 코이카(KOICA·한국국제협력단)의 주재원이 두샨베에 상주하게 되는데, 이렇게 되면 양국 간의 협상이 편리해질 것으로 예상된다”고 말했다.("The two countries have a trade history of over 1000 years through the Silk Road," said Chairman Park. 두 의장은 국제사회가 테러리즘과 극단주의, 마약 밀거래를 배격하기 위해 양국이 협력키로 의견을 모았다.(Chairman Doo agreed that the two countries will cooperate to reject terrorism, extremism and drug trafficking in the international community.)
에모말리 의장은 에모말리 라흐몬 타지키스탄 대통령의 장남이다. 라흐몬 대통령은 27년간 대통령직을 수행 중이며, 에모말리 상원의장은 유력한 차기 지도자로 거론된다.(Chairman Emomali is the eldest son of Tajikistan President Emomali Rahmon. President Rahmon has been in the presidency for 27 years, and Senate Emomali is considered the influential next leader.)

회담을 마친 박 의장은 소모니 동상으로 이동해 헌화했다. 소모니 동상은 타지키스탄 역사상 최고의 황금기를 이뤘다는 평가를 받는 소모니 왕조의 왕인 이스마일 소모니를 기리기 위해 지난 1999년 세워졌다.(After the meeting, Chairman Park moved to the statue of Somoni and gave a wreath.
